HC Deb 14 February 1890 vol 341 c311
DR. TANNER

I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether he is aware that, on Tuesday last, the 11th instant, at the Cork terminus of the Great Southern Western Railway, on the arrival of the 1.30 train from Mallow, Head Constable Cummins, of the Irish Police, forcibly prevented Mr. D. Horgan, Mayor of Cork, from speaking to Mr. Thomas Barry, Poor Law-Guardian of Killaraller, who arrived by the said train, under escort, being a bail prisoner; whether it is a fact that the Head Constable, on being remonstrated with by the Mayor, stated he did so by authority, those being his orders; and by what authority, and by whose orders, did the policeman in question act?

MR. A. J. BALFOUR

The Constabulary Authorities report that a cordon of police was drawn around the prisoner to preserve order. Mr. Horgan endeavoured to force his arm through the cordon. The Head-constable kept the prisoner back. The orders referred to by the Head-constable are the ordinary orders of the force, and the practice on such occasions.

DR. TANNER

I must ask for the serious attention of the right hon. Gentleman to this matter. A great disturbance might have occurred in the City of Cork in consequence of the arrest of the Mayor.

MR. SPEAKER

Order, order!
