I trust the hon. Gentleman will not press the Motion now. The Government are not yet in a position to present their Bill on the subject.

I think I have a right to ask when the Government Bill will be produced.

I am afraid I cannot take the responsibility of saying when the Government Bill will be presented.

I think if I were to undertake the management of the affairs of Scotland, the Scotch Members would be down on me. I will inquire when the Bill will be ready.
