I beg to ask the Lord Advocate whether he is aware that the Public Works Loans Commissioners refused a loan to the Urray Special Water and Drainage District, after the granting of said loan had been recommended by the Board of Supervision, on the ground that sufficient security was not offered by the rates; and whether, in view of the recent decision of the Lord Ordinary that the whole parish is liable, they are now prepared to advance the money required?

I am aware that this loan was refused on the ground stated. No further application has been made to the Loans Commissioners. If the case is presented in any new aspect it will receive consideration.
