Motion made and Question proposed "That the Bill be now read a second time."

This Bill is one which raises the whole question as to the methods of the election of School Boards in Scotland, and it introduces changes on which there is certainly not very general agreement in Scotland. The hon. Gentleman naturally attaches considerable importance to the measure, but I am bound to point out that there is considerable difference of opinion, and I cannot possibly assent to a Second Reading of the Bill.
