I wish to ask the right hon. Gentleman the Vice President of the Committee of Council on Education whether the Department are about to issue new instructions to Her Majesty's Inspectors for the purpose of carrying out the provisions of the new Code; and, if so, whether he will lay them upon the Table of the House with the least possible delay?

My hon. Friend will see that, as two months have been accorded for the consideration of the Code, and as its principles and details will have to be discussed and decided upon by Parliament, it would be premature to frame instructions to inspectors at this date.

May I ask whether it is suggested that the House should discuss the Code without having in its hands the instructions by which it is to be carried out?

Is it not the fact that, when former Codes were discussed, the instructions to the inspectors were laid on the Table?

I am informed that in no case have the instructions been laid on the Table till subsequently to the passing of the Code. If a question is put at a later stage as to any particular point in the Code I will give an answer.
