asked the President of the Board of Trade if his attention had been called to the article in the Nineteenth Century Magazine, by Mr. Samuel Plimsoll, entitled "Twelve Millions Wasted in The Sea"; and if it is the intention of Her Majesty's Government to re-introduce the proposals of the right hon. Gentleman the Member for West Birmingham, prohibiting the insurance of vessels and their cargoes in material excess of their value?
