asked the Under Secretary of State for Foreign Affairs whether any negotiations were, or had been, going on with the Chilian Government as to their retention of territory hypothecated to the Peruvian bondholders; and, if so, whether he could state if a satisfactory result was likely to be arrived at?

Communications have passed between Her Majesty's Government and that of Chili with respect to the interference by the latter with the proposed settlement by Peru of her liabilities to the Peruvian bondholders; but Chili has not yet consented to the commencement of negotiations with reference to the obligations of Chili to the bondholders arising from the cession to that country by Peru of the province of Tarapaca, in which are situated the deposits of guano hypothecated by Peru to the bondholders?

Perhaps I may be allowed to refer to a question I put last year relating to a loan then being brought out by the Chilian Government, and the hypothecation of the guano contained in this identical district already hypothecated to the Peruvian bondholders. I wish to ask whether the Chilian Government has paid any attention to representations made? I withdrew the question at the time on a promise that the Chilian Government would do everything they possibly could to facilitate arrangements with the Peruvian bondholders.
