I beg to ask the Vice President of the Committee of Council on Education, whether it is permissible for head masters of elementary schools receiving Government grants to act in the capacity of paid registration agents to Parliamentary candidates?

The principal teacher is not allowed to undertake duties not connected with the school which occupy any part whatever of the school hours or of the time appointed for the special instruction of pupil teachers; but beyond these limits it is not for the Department to determine how he may employ his spare time.
