Before this Committee is appointed I should like to express my regret and surprise that no Members from Scotland are on the list. The requirements of Scotland as to the expenditure of public money are not quite identical with those of England, and there are many Scotch Members in the House who would like to be represented on the Committee. I have communicated with the authorities who have charge of these matters on this side of the House, and I think I am right in saying that they regard it as a strange thing that it is not proposed to put Scotch Members on this Committee.

Personally I should be very glad if arrangements could be made to include one or two Scotch Members on the Committee.
