I beg to ask the Lord Advocate if he is aware that the Town Councillors Election (Scotland) Bill is still being persistently opposed by the hon. Member for North Camber well (Mr. J. R. Kelly); and whether, in the circumstances, the Government is able to give any hope that the Bill can be proceeded with this Session?

I am aware that the Motion for the Second Reading of this Bill has been repeatedly objected to when made after 12 o'clock. I regret that the hon. Gentleman has failed to obtain an opportunity for advancing this measure; but at this period of the Session, it is, I fear, impossible to hope that it can be proceeded with.
