I beg to ask the First Lord of the Treasury whether he is now in a position to state when the legislation promised in the Speech from the Throne, and on several subsequent occasions, relative to the Second Report of the Royal Commission on Civil Establishments will be submitted to the House, and when the Treasury Minute relating thereto will be laid upon the Table?

The Treasury Minute relative to the first and second Reports of the Royal Commission on Civil Establishments is in type; but the pressure of business has been so great that the Cabinet has as yet had no time to deal with the matter.
