I beg to ask the Secretary of State for the Home Department if his attention has been called to a decision of the Halifax Borough Magistrates on the 16th instant, whereby four women, who were found by one of Her Majesty's Inspectors of Factories working in a worsted mill during a meal time, were each fined 10s., with 6s. 6d. costs; and whether this decision is consistent with "The Factory and Workshop Act, 1878?"
