I beg to ask the Secretary of State for War whether he has received a Memorial from the residents at Clacton-on-Sea, with regard to the recent step taken by the War Office in closing a footpath between the Martello Tower and the sea; and if he will give a favourable answer to the request therein contained?

I have received the Memorial, and I am making personal inquiry into the matter. It appears that the right of the War Department to prevent trespass across its ground is incontestable; but I have every wish to make such an arrangement as shall be agreeable to the inhabitants of Clacton-on-Sea, and I shall be glad if my hon. Friend will confer with me as to the best steps to take.
