It is not my intention to divide the Committee in regard to the new clause. I will only say that I think the position taken up by those of us who raised a Debate on the Second Reading of the Bill is at least justified by the action of the Committee upstairs. I am, of course, glad to find that some concession has been made to our demands on behalf of the people of London. I am not satisfied with the extent of that concession; but, under the circumstances, we do not offer further opposition to the Bill.
