I beg to ask the Secretary of State for War who is responsible for the delay in Government action upon the Report of the Select Committee as to arsenal workmen, entered before 1870, being entitled to superannuation?

I cannot admit that there has been any delay at all. The Government would have been much to blame if, in a matter of serious financial importance, they had not given careful consideration to the evidence given before the recent Committee.
