I beg to ask the Postmaster General whether it is a fact that printed notices of default by Loan Fund Boards in Ireland are charged as letters, and notices by Railway Companies advising goods as circulars, and what is the distinction between them; and, whether he can see his way to treat them alike in future?

The hon. Member has been good enough to send me copies of the documents referred to in his question, and having examined them, I have to state that they are both letters, and have no claim to be considered "circular" letters, as the particulars they contain must obviously vary from the particulars of other letters sent by the same persons for a similar purpose. They should, therefore, both alike have been charged at the letter rate.
