I beg to ask the Secretary of State for War whether he has yet come to a decision upon the question of the right of the War Office to reduce the forage rations of officers' horses; and whether it is contended that the power to alter or vary the rations by the substitution of equivalents also includes a right to reduce it altogether?

I hold it to be quite within my power to make an experiment in the reduction of the ration, which is not a personal emolument of the officer's; but if any permanent alterations are deemed necessary a new warrant would certainly be issued.
