I wish to ask the Home Secretary if he is aware that the Press were excluded from the execution of the man Withers, and will he take steps to prevent such exclusion in the future?

By law it rests with the Sheriffs or Visiting Justices to determine in their discretion what persons shall be admitted, and I have no doubt that in this case the local authorities exercised the discretion wisely. I do not, however, think it part of my duty to officially express any opinion.
