asked the President of the Local Government Board whether he would introduce his District Councils Bill before Easter, in order to give the County Councils full time for the consideration of its provisions before it came on for discussion in this House?

I am afraid I can hold out no expectation that the District Councils Bill will be introduced before Easter. We must make much more progress with public business before I can hope to introduce it.
