[SECOND READING.]

Order for Second Reading read.

Motion made, and Question proposed, "That the Bill be now read a second time."

MR. TOMLINSON (Preston)

said, he did not object to the second reading, but he would ask that a considerable interval should pass before taking Committee.

THE PRESIDENT OF THE BOARD OF TRADE (Sir MICHAEL HICKS-BEACH) Bristol, W.)

said, he thought the House might fairly agree to give the Bill a second reading; but there were several matters that would need amendment in Committee.

Motion agreed to.

Bill read a second time, and committed for Thursday, 6th December.
