MR. TOMLINSON (Preston)

said, that the Bill was a very short one, and he hoped the House would allow it to be read a second time. Its object was one which the House sanctioned last Session, but, owing to the exigencies of other Business, the Bill which he then had the honour to introduce, though read a second time, did not pass. The sole object of the Bill was to enable Bishops who needed Suffragans and desired to put in operation the Act of Henry VIII., which enabled Bishops to appoint Suffragans and give them a certain legal status—to enable them in all cases to take a title for their Suffragans from places in their own dioceses. The Bill being so simple, and the time being so short, he hoped the House would now agree to the second reading.

Motion made, and Question proposed, "That the Bill be now read a second tinue."—(Mr. Tomlinson.)

said, he understood that the Bill was practically identical with that introduced last year—the only difference was that this year the Bill was amplified with certain" "whereases."

said, the wording was slightly different, no doubt. There were now considerable recitals to the Bill, which he did not think improved it; but, whether that was so or not, ho desired to remind the hon. and learned Member and the House that this was the Bill which was popularly designated last Session as the "Bogus Bishops Bill." The hon. Member for Cavan (Mr. Biggar) described it as—
