§ SIR EDWARD LECHMERE (Worcestershire, Bewdley)said, his wish had 1673 been to pass the second reading of the Bill, but only in order that it might be referred to the Town Holdings Committee. In face, however, of the persistent opposition offered, he saw no prospect of that. The Bill would have been of great benefit to a large number of industrious people, but, with the greatest reluctance, he felt compelled to withdraw it.
