asked the First Commissioner of Works, Whether he is aware that Lord Wantage has issued a Circular to the Mayors of the several boroughs in England, stating that the Queen has graciously granted the use of a portion of Richmond Park for the purposes of the National Rifle Association; and, whether such statement is correct?

Lord Wantage has informed me that the National Rifle Association did issue a Circular to the Mayors of boroughs, in which it was stated that Her Majesty had signified her willingness that a portion of Richmond Park should be placed at the disposal of the National Rifle Association for their annual competition; but that the following words were added in the Circular:— Subject to Her Majesty's advisers being satisfied that it can be done without detriment to the public.
