§ THE SECRETARY TO THE TREASURY (Mr. JACKSON) (Leeds, N.)(who replied) said: The hon. Member is, I think, in error in supposing that such promise was given as regards Mechanics' Institutes; but some provision has been made in the Estimates for Papers such as he describes for Free Libraries.
