§ THE SECRETARY (Mr. JACKSON) (Leeds, N.)As I have stated, in answer 1661 to former Questions on this subject, the recommendations made by Departments are being considered by a Committee. The work is not yet complete, and I fear I may not be able before the close of the Session to make an announcement respecting the promotions to be made; but I shall make the promotions as soon as the work is complete.
