asked the Under Secretary of State for Foreign Affairs a Question of which he had given private Notice, Whether it was the case, as had been stated, that the Porte had accepted a Russian proposal to send General Ernroth on a special Mission to Bulgaria; and whether such a Mission would not be a violation of the Treaty of Berlin?
