§ THE POSTMASTER GENERAL (Mr. RAIKES) (Cambridge University)The Question of the hon. Member probably 945 refers to the Orkney Mail Packet, respecting which I have received other representations. The contract requires vessels to be provided capable of steaming at a rate of not less than 10 knots an hour; but there must often be occasions when, from adverse circumstances of wind and weather, that speed cannot be maintained. I will, however, have inquiry made as to the recent performance of the service.
