asked the Postmaster General, Whether he will give orders that at least the contract rate of speed of 10 knots an hour should be maintained by the Mail Steamers in the North of Scotland?

The Question of the hon. Member probably refers to the Orkney Mail Packet, respecting which I have received other representations. The contract requires vessels to be provided capable of steaming at a rate of not less than 10 knots an hour; but there must often be occasions when, from adverse circumstances of wind and weather, that speed cannot be maintained. I will, however, have inquiry made as to the recent performance of the service.
