asked the Lord Advocate, Whether he can give any indication of the time when he expects to be able to introduce the Bill for the better endowment and reform of the Scottish Universities, which Her Majesty's Government have promised?

This Bill would probably have been introduced by this time, as it was in active preparation when my right hon. Friend the Chief Secretary to the Lord Lieutenant left the Office of Secretary for Scotland. That change necessarily caused some delay; but it is hoped that it may be introduced shortly.
