§ THE UNDER SECRETARY OF STATE (Sir JAMES FERGUSSON) (Manchester, N.E.)The Russian railway at present nowhere approaches within 180 miles of the Afghan Frontier. There have been reports that a branch line to Sarakhs, about 75 miles north of the frontier, has been commenced; but these reports have not yet been confirmed.
