asked the Under Secretary of State for India, Whether it is true that special allowances were granted to two military officers—namely, Lieutenant Colonel J. Brown, R.E., Engineer in Chief of the Sind Pishin State Railway, and Major T. Gracey, R.E., Superintendent Engineer, Burmah, while civil engineers assigned to similar duties in the same districts were refused the same privilege; if so, under what circumstances, and on what grounds, the distinction was made?
