asked Mr. Chancellor of the Exchequer, Whether it is a fact that a Sub-Commission, consisting of Mr. Bergne of the Treasury, Mr. Humphreys of the Civil Service Commission, and Mr. Bright of the Inland Revenue, has been appointed to confer with the Heads of Departments in reference to Civil Service Writers; whether he will state the scope of the Sub-Commission's business; and, whether it is intended to forestall, in respect of the "Writer" Class, the Report of the Royal Commission now sitting on the Civil Services?

(who replied) said: Three gentlemen have been appinted to collect certain information which the Treasury thinks it necessary to obtain. The appointment has no reference to the Royal Commission; but is intended to assist the Treasury in giving effect, as soon as possible, to the Treasury Minute of December, 1886, and to carry out the pledge given by the Chancellor of the Exchequer.
