asked the President of the Local Government Board, If it is his intention to bring in a Bill to provide compensation to riparian owners of land who suffer from floods caused by drainage operations in lands situated higher up the course of streams drained into by such operations?

I cannot hold out any hope that the Government will introduce such a Bill.
