Before you go through this clause, Sir, would the hon. Gentleman in charge of the Bill try to explain it? Otherwise, I will move to report Progress.

THE SURVEYOR GENERAL OF ORDNANCE (Mr. NORTHCOTE) (Exeter)

I beg the hon. Member's pardon. As I explained last night, the Bill is one brought in by the Liberal Administration in consequence of an accident which occurred upon a military tramway. The Bill would have been carried by that Government but for a change of Administration. In consequence of the accident a heavy claim was made against the War Department, because it had no statutory authority to construct a tramway over a public road Therefore, the hon. Member will see it is a purely Departmental Bill.
