asked the Secretary of State for War, Whether the special, appointments open to Quartermasters and Riding Masters which carry the rank of Major shall be given exclusively to the senior Quartermasters and Riding Masters of the Army?

I cannot give any such assurance. The appointments referred to are those of special responsibility, for which the best qualified officers will be selected, irrespective of seniority.
