In answer to Sir JOHN R. MOWBRAY,

said, the arrangements connected with the ceremony of trooping the Colours on Her Majesty's birthday did not rest with the Secretary of State for War, but with the officer commanding the Brigade of Guards. He would, however, take care that the right hon. Baronet's wish that facilities should be afforded to Members of Parliament to witness the ceremony should be conveyed to him.
