Of course, under ordinary circumstances this is the Vote upon which we should expect the annual Statement of the policy of the Government in regard to the Navy; but, in the unfortunate absence of the Secretary to the Admiralty, I think we may allow this Vote to be taken now, and then, on Thursday, when the remaining Vote for money will be taken, the explanation can be given which is usual on this Vote.
