I wish to put a Question to you, Sir, on a matter of Privilege. The hon. Member for South Kensington (Sir Algernon Borthwick) is reported, when speaking at a banquet in Kent, on Saturday, to have used these words— Mr. Labouchere and Ms beggarly crew was swelled by the addition of 86 Irish Members. I wish to know if it is in Order for an hon. Member to describe Members of this House as "Mr. Labouchere and his beggarly crew?"
