MR. HANBURY (Preston)

I beg to give Notice that, on going into Committee of Supply upon the Civil Service Estimates, I will call the attention of the House to the effect of existing Treaties between Japan and the European Powers upon the Eastern trade of the United Kingdom and the development of Japan, and will move— That, in the opinion of this House, the time has arrived, in the interests of both countries, for the withdrawal of those Treaties either singly or in concert with other Powers.

May I ask, Sir, if the Motion which the hon. Member proposes to make is in Order? You have already left the Chair on the Civil Service Estimates, and I wish to know if it is competent for any hon. Member to make any further Motion?

MR. SPEAKER

The Standing Order to which the hon. Member refers, applies when the Estimates are taken on Monday or Thursday, and only on those days.
