asked the Vice President of the Committee of Council, If, by Clause 12 of the English Education Code, a half-time scholar, by an attendance of two hours, is credited an attendance and a-half, and for two such attendances with three, and if, by Clause 27 of the Scotch Code, half-time scholars only obtain credit for two under the same circumstances, with the consequence that the grant given to English schools is one-third more than in the case of Scotch schools; and, if he intends to propose to the Government to remove this anomaly and put all upon the same footing?

I understand from the Scotch Department that the alteration introduced into Article 12 of the English Code was not specially considered when the Scotch Code was under revision. The system on which grants are based in each Code is so far different that the effect of the change would not be quite the same in Scotland and England. But I understand that the Scotch Department are prepared to consider the educational and financial effects of such a change before the next Code is issued.
