I had hoped to have been able to make some definite statement in answer to the hon. Member's Question; but, owing to the many details that have to be considered in connection with this measure, I cannot say more at present than that there will be no unnecessary delay in introducing the Bill. I hope to do so, at the latest, immediately after Easter.
