I beg to ask the right hon. Gentleman a Question of some importance. A statement has appeared in the papers that the Russian Government had sent an intimation that they wished to send an Envoy to Cabul. In the interests of the peace of India, I should like to know if that statement is true; and, if it is not, that there may be an opportunity given of contradicting it?

I know nothing of any such application on the part of Russia.
