§ MR. CAMPBELL - BANNERMANThere does not appear to be any necessity for this extension of time, which would require legislation. It is open to any Board of Guardians desiring additional time to make application to the 1840 Board of Works, who, I believe, usually accede to any request of the kind made on reasonable grounds.
