asked the Vice President of the Committee of Council, Whether it is proposed, under the Code for 1885, to make any special provision for bettering the state of education in the Highlands, and to lighten the burden of the school rates in those districts?

MR. MUNDELLA

Yes; Sir. We have prepared a Minute, which we shall lay on the Table in a day or two, together with a Memorandum explaining its operation, which will have the effect of promoting education and lightening the burden of school rates in the High-lands and Islands of Scotland.
