asked the Lord Advocate, Whether the occupiers of houses of the yearly value of £4, held without any written title, each occupier paying £1 a-year as rent or ground rent, together with 4s. on account of taxes, will be qualified to be put on the roll of voters under the new Reform Bill?

I consider that the persons referred to, assuming them to be men of full age, will be entitled to be registered and to vote under the new Act. Upon the facts stated in the Question, they appear to me to be qualified as inhabitant occupiers or tenants.
