HC Deb 24 October 1884 vol 293 c152
SIR H. DRUMMOND WOLFF

asked the Civil Lord of the Admiralty, in the absence of more responsible Ministers, Whether the Board will receive a memorial from the leading stokers of the Royal Navy applying for an increase of pay?

SIR THOMAS BRASSEY

Under the Queen's Regulations, Memorials from persons belonging to the Fleet cannot be received by the Board of Admiralty. The proper course is for representations to be made to the captain of the ship.
