asked the Under Secretary of State for Foreign Affairs, Whether any steps have recently been taken to press upon the Porte the reforms in European and Asiatic Turkey, as stipulated in the Treaty of Berlin; and, whether any Correspondence can be presented on the subject?

Constant representations have been made, but without success, to induce the Porte to introduce the promised reforms into Armenia, and I have already undertaken to lay further Papers on the subject. It will be considered in connection with these Papers whether information relating to the condition of the European Provinces of Turkey may not be laid at the same time. It was left to the discretion of Lord Dufferin to press for the execution of the reforms stipulated for under the 23rd Article of the Treaty of Berlin, but he was not able to do so with the prospect of any immediate result. The subject, will, however, be borne in mind in framing the instructions to Lord Dufferin's Successor.
