asked the Under Secretary of State for Foreign Affairs, Whether, having regard to the difficulty of maintaining the rights of navigation upon the Tigris and Euphrates, Her Majesty's Government will propose to the Porte that it is desirable to place those rivers under an International Commission?

The subject of the navigation of the Tigris and Euphrates is still under discussion, and I cannot pledge Her Majesty's Government to any particular proposal.
