asked the Government, Whether, since the new Education Code will become law in the course of a few weeks, unless an address be presented to the Crown to withhold its consent, and since at Motion for such an Address is on the Notice Paper, he will either afford an opportunity to the House of considering such Motion, or else cause the withdrawal of the Code until after the Education Estimates have been considered?

The hon. Member can move a Resolution to reject the Education Code without the aid of the Government. He can bring it on at any hour, and it cannot be blocked. The Code is laid on the Table in compliance with the Statute, and cannot be withdrawn. If the hon. Member should succeed in carrying his Resolution, the Department would continue to administer the grant under the existing Code.
