gave Notice that he would move an Address to the Crown to withhold its consent to the new Education Code in its present form; and as the Code would become law in four weeks unless such an Address was presented, he would ask, If the Government would give him an opportunity for the Motion by withdrawing or suspending the Code until after the consideration of the Education Estimates?
