§ SIR WILLIAM HARCOURTSir, I have inquired into this matter, and I am informed that the subject is one of great detail. Many of the Members of the Commission having been absent during the Vacation, the Report has been somewhat delayed; but the Commissioners propose to hold a meeting on the 20th instant to finally settle and agree to the Report.
